Where there is permitted footway parking there's the usual possibility that footway parking ban has been disapplied by council resolution in the road.
Hi @stamfordman at the time I saw no parking restrictions on the street and nowhere near my car I saw a sign banning footway parking so it wasn't clear to me that this was not permitted as I saw other cars parked in the footway

Looking around on GSV, (which is not anywhere near up-to-date), shows signs for part-off-carriageway parking with text below "in marked bays only". This is the sign, if you approach on Oreston Road: -

You weren't in a marked bay from what I can see of your photos. GSV does show some marked bays, but whether these are still visible, we can't tell from GSV.
You have a Notice to Owner. Did you not submit any informal reps to the PCN at all ?
If they don't re-offer the discount when rejecting formal reps it is then a total no-brainer to take them to London Tribunals.
Unfortunately I missed the deadline whilst traveling and dealing with some personal issues.
Can you think of a good argument to file my formal reps? Thank you in advance

Hi all,
Thank you in advance for any advice provide!
On the 9th February while taking my son to his Sunday league football match I received a PCN from Havering council with a contravention code 622 Parked with one or more wheels on or over a footpath or any part of a road other than a carriageway (partly on footway) .
On the day in question when I arrived I found many cars parked with 2 wheels in the pavement and as I did not see any parking restrictions on the road I thought it wasn't going to be an issue (wrong I was).

Can someone please advice if:
1 - Is there any chance successfully appealing this PCN?
2 - Formally appeal and if offered the discount just pay it off?
3 - Take it as a lesson learned and just pay and move on?
