Even if you lived in England where keeper liability is a thing that PCN was issued far too late to be complaint with the requirements of POFA assuming that is the original ntk and not a reminder.

Either way they can't hold you liable as keeper as long as you don't admit to being the driver. They will know this.

See recent case here https://www.ftla.uk/private-parking-tickets/pcn-from-parking-eye-parking-was-in-england-keeper-lives-in-scotland/

Don’t tell them who the driver was and feel free to tell them that they can’t hold you - the registered keeper - liable.

Debt collectors have no power and there are no legal or credit risks - see other posts for explanations of how you get a recorded court judgement against you, essentially by losing in court (you can’t) and then not paying.

Greetings lads,

I am seeking some advice on a parking charge notice I received after 2 months. :-\

The situation: As a keeper, I received this notice on 05/Mar/2025 and it was dated 28/Feb/2025. The notice claims the car overstayed 19 min (enter 17:25, exit 19:15) on 02/Jan/2025. By the way, I live in Scotland where the vehicle is registered. The claimed charge is £100 and £50 if paid within 14 days. It looks like their typical template compared to others I can find online.

The photos: I attached the notice photos here (Pic 1 and 2). I am unable to return to take on-site photos but here's a link to Google Street View of the premise (Pic 3 is a screenshot of it).
Penrith McDonald's (https://www.google.com/maps/place/McDonald's/@54.6624603,-2.7580657,15z/data=!4m15!1m8!3m7!1s0x487cfbbb2686e095:0x989a7dce529c5dce!2sMcDonald's!8m2!3d54.6624613!4d-2.758114!10e5!16s%2Fg%2F11h_w4cv0w!3m5!1s0x487cfbbb2686e095:0x989a7dce529c5dce!8m2!3d54.6624613!4d-2.758114!16s%2Fg%2F11h_w4cv0w?entry=ttu&g_ep=EgoyMDI1MDMwNC4wIKXMDSoASAFQAw%3D%3D)

I've read some similar posts here and they are incredibly helpful - needless to say this website is a gem.

I just wanted to get more clarifications on what my options are and their risks:

19 min isn't a ridiculous number and it feels really unfair for such a substantial amount.

Any advice/suggestions will be appreciated!
