So basically, she never parked in the first place, having not been able to make payment.
I very much doubt the car park is enforced via CCTV, it is much more likely to be by CEO patrol. So if she arrived and left inside the patrol period, their opportunity to serve a PCN is lost.
Having now looked at the car park using your link, it is very familiar to me, as in the late 50s and 60s, it was the bus station and called "The Wharf". The bus company, Thames Valley, had offices and bus crew facilities in the old wharf building. So every day during term time I would arrive in the morning on the 110 bus from Tadley, and then get on a school shuttle up to Newbury Grammar School. Then in the afternoon, walk down from school, and get the 110 back home, come rain, shine and snow.

What car park?
Sounds like you're a 'worried well' - no PCN was served and it's unlikely to be ANPR.

My mum took a friend somewhere this morning and had to park in a car park she hadn’t been to in years.
She went up to the payment machine to pay on arrival, only to find that the only way to pay was by phone or use the ‘PayByPhone’ app/website. She could not download/use the app or website to pay, so she tried calling the phone number for the automated payment line, but she couldn’t understand what to do (the line also wasn’t very clear), despite calling several times. She couldn’t find anyone who could help her, so in the end she just left - she knew this would probably mean having to pay a fine/charge, but she didn’t know what else to do.
I’ve looked up the car park online and it’s a Council car park. Their website says “Pay by cash, card or PaybyPhone” but then also “Please note that this Car Park is currently PaybyPhone only.”
I’ve checked the PaybyPhone app and they don’t seem to have any way of paying for parking after you’ve left (I know some of the parking apps definitely let you this, but it seems not this one unfortunately).
She is very upset as she usually plans all her parking in advance (checking what the parking arrangements are online at home before going somewhere new, precisely to avoid things like this happening), but this visit was spontaneous on the request of the friend, while they were on their way back from visiting somewhere else.
Is there anything she can do or will she just have to pay a fine/charge? Should she do anything today? Or just wait until a PCN arrives in the post (assuming one does)?
