So I emailed them as I got a charge certificate. They have now agreed to reduce it back to the initial amount and given me 14 days to pay redu Ed amount but I still want to argue for the chance to make an online representation. See correspondence below:
From croydon in an email

Contravention Code Description: Failing to comply with a restriction on vehicles entering a pedestrian zone (Camera Enforcement)

It is now too late for you to challenge, or continue challenging, your PCN. The PCN we sent you gave you 28 days to challenge your PCN, but this time has now passed.
We sent you a PCN because our CCTV camera evidence shows your vehicle entering a pedestrian zone when it was not allowed to. There is a white, rectangular sign which says 'Pedestrian zone' and shows the restrictions.
A PCN that has not been fully paid progresses through a series of stages and increasing charges. Although your case has progressed to an increased charge, we have reduced the charge for a limited period to the amount shown below.
Here are the details about your case, which follows a strict legal process:
We sent you a PCN which explained that you could: pay the discount charge within 14 days;pay the standard charge within 28 days (if you missed the discount period); orformally challenge your PCN within 28 days. The PCN also explained that, if you did nothing, the charge would increase from £130.00 to £195.00 and that you would receive a Charge Certificate explaining this.
We sent you the Charge Certificate.

You have these choices:
You can pay the reduced charge of £65.00 if your payment reaches us within 14 days of the date of this letter.The Charge Certificate we sent you explained that you needed to pay £195.00. You had 14 days to do this.If you take neither of these payment options, we will apply to the County Court to recover the £195.00 - plus court costs - from you. "
My response below
"Dear Team,
Thank you for your reply, I have been unwell and therefore unable to action this.
Thank you for returning the pcn charge to the original amount however, the point I made in my email is that I was unable to submit an appeal in the given period because (according to previous correspondence from you) your systems had already recorded the response from lease company as an appeal and therefore did not accept any attempts I made to submit my appeal.
My argument here is that that is in itself an unfair practice as it robbed me of the right to make the appeal. Therefore I ask that you reset this to allow me to submit my appeal as I intended originally.
I look forward to hearing back from you.

Have you kept the online page which said you could not make reps. again?

URGENT HELP- NEXT STAGE ENFORCERS: This has now progressed to "charge certificate". When croydon finally sent me a letter, I still had 24 days to respond in that time I took pictures but I could not make an appeal online as it stated "representation had already been made" this was the case from the time the hiring company submitted their response. Usually that does not affect my representation so I was baffled by this. Unfortunately I let the 28 days elapse then panicked on 15th April and emailed the croydon pcn email address stating the following
" Dear PCN team,
I have received a letter in the post as the keeper about the abovementioned PCN. When I have gone on the website to challenge it, it states that "representation has already been made" however, this cannot be as I have not submitted any representation. I believe this is an error on the system as the car is leased and likely the lease company received the primary correspondence and states that they were not responsible. See image attached. "
I got an automatic reply with this information

Thank you for your email.
Your email will be logged to the relevant team for investigation, and they will respond accordingly. The statutory response times are 56 days for formal representations and 90 days for pre NTO challenges. Please note that the current amount due will be held whilst we are dealing with the matter.
Please check that your Penalty Charge Notice number and residential address were included in the email. If not, please forward another email with these details so that we can deal with your query more efficiently.
Are you aware that you now have the ability to view your parking tickets online? In most instances you can view photographs and see additional information relating to your case. The system also allows you to make online representations and challenges with the ability to attach supporting documentation. This can be done via the Council’s website Parking fines
Please note that if your correspondence has been received after the PCN has been passed to the Council’s enforcement agents, you will receive a reply in due course however enforcement will not be suspended, and you should be aware that the enforcement agents will continue to enforce the PCN."
I received a charge certificate in the post the next day, dated 15th April.
I tried calling their council lines but no luck.
As the charge certificate was nearing 14 days, I sent another email on 30th April
"
Dear team,
Since my previous email, I have now received a charge certificate for this PCN.
See contents of previous email below
" Dear PCN team,
I have received a letter in the post as the keeper about the abovementioned PCN. As stated, I have not been given a fair chance to make a representation, of which I have photographic evidence. It seems you have not actioned my last email as the case is being unfairly escalated.
I need someone to respond to me ASAP so we can resolve this as I do not want further escalations. As per the automatic reply, I understood that the PCN would be put on hold when I emailed but again, this has not been actioned."
Then on the 30th April/ 1st May, I received the attached correspondence stating I what I suspected which was that I wasn't able to make representation as the lease company had done so. This has never been an issue for me in the past. Can I stand on those ground to challenge the escalation?
I don't want this to go any further. I'm in my last 2 months of maternity leave and gont have this money to pay anyway. What can I do? Please help.

--> Yes, this would be the leasing company probably telling them they are not the practical keepers although registered as keepers.

I had the pcn info emailed to me by the leasing company.
This adds a new level of complexity. Please post up the e-mail (redact yr e-mail address).
What are the terms and conditions of yr lease agreement regarding PCNs?

I thought that was what I had done below. Did I post this in the wrong place?
I have not received anything in writing from council. I had the pcn info emailed to me by the leasing company.

Looks its PCN week for me! Thanks in advance for your help.
I received a PCN for driving into a restricted pedestrian road, just 7 minutes after the restriction period started. I honestly didn’t see the sign on my left at first, but after checking Google Maps, I found a large tree was blocking the sign on my side of the road. There is also a no-left-turn sign with the restricted hours on the opposite side, which I missed.
Once I realized I was in a restricted area, I immediately put on my hazard lights and reversed out of the road, having travelled less than 10 meters. However, the footage shows me entering the road and activating my hazard lights, but it doesn’t capture me reversing. Additionally, since the road is one-way, reversing could be considered a prohibited action.
I’m wondering if I should contest the PCN and what grounds I could use.
