The PCN says the car was observed at 16:15 and PCN not issued until 16:41 - this suggests the CEO saw the car and you and walked off. Coming back later saw the car again and issued.
Not sure you have anything to to go on.

Hi all,
I received a PCN today for parking in a residents’ or shared use parking bay without a valid permit or payment. The circumstances were a bit unusual, so I wanted to check if there might be any grounds for appeal.
I was parked directly outside a property while meeting a contractor for some work. The house door was open, and I was actively going back and forth between the car and the property. A PCN was issued very quickly and in a highly targeted manner—someone saw the enforcement officer arrive, issue the ticket almost immediately, and then leave straight away. This makes me suspect that monitoring may be taking place remotely via cameras, with officers being dispatched specifically to issue tickets.
Before deciding how to proceed, I wanted to see if there are any common appeal grounds to check, such as:
• Issues with signage (e.g., unclear, missing, or incorrect restrictions)
• Errors in how the notice was issued or served
• Whether the council has followed the proper legal framework for enforcement
The road itself is very narrow and often congested, with cars from opposite directions regularly having to give way due to the tight space. Parking in the area is particularly difficult, which may also impact enforcement practices.
I’d appreciate any insights or similar experiences that might help in reviewing the PCN.
