Your reps were against the NtO you say you received, so the discount option is lost at that stage, although many councils do re-offer it to avoid the PITA of having to prepare an evidence pack for London Tribunals. Obviously Islington like to play hard-ball.
With no discount, it is now a total no-brainer to appeal to London Tribunals, although I can't see that you have a particularly strong case, altough others may differ on this.

Just to update , after making reps the council didnt reduce the amount to £65 , I wanted to ask what the terminology means ;07.26 is 2184 AWC VCIV NBBS NSLULS NND NVDD DNS ATV HHEPC (01)SYL . I can upload the letter if that helps but I was just curious about the time stamp of 07.26 and the abbreviations on the reply letter, as I was driving in my vehicle at 0726.

They must consider discretion if you can come up with something such as key worker coming off shift and the expectation a yellow line wouldn't be controlled at that time of the morning.

There are two exemptions : -
1. Loading/unloading
Where an authority also wants to bar loading, this is indicated by separate signs, and small yellow kerb "blips"
2. Boarding/alighting passengers
This includes fetching vulnerable people, (children, disabled) from a place away from the kerbside.

The PCM does seem to have been served with the pics taken a minute after the PCN time.
Why did you park there? There are exemptions.

No it won’t help me but I still think something a miss with the ticket placement and the fact it was missing 2 minutes after I got back into the car , there was no one else around.

Calling the council crooks won't help you.
This mostly 24/7 zone does catch people out though since it was put in a few years ago, mainly because of the increased nightlife in the area.

Unless someone thinks of something else you should at least make reps saying you didn't see the PCN on the car and would they kindly reinstate the discount to settle.

I didn’t actually see the sign , I know it’s no excuse but now looking on Google maps it’s at the Farringdon Road/Clarkenwell Road junction ,was it obscured ? I’m not sure but I don’t remember looking at it at 7am , also the ticket placement on the photos seems odd , I know I’m clutching at straws but it looks strange .

Even unsuccessful reps which include that you did not find the PCN on your return to the car often result in the discount being re-offered.
Single yellow lines within a CPZ do not require signs unless they vary from the CPZ restriction. So where you were parked was subject to CPZ C times and so were you unless on your route into the zone the required gateway CPZ signs were missing/obscured or otherwise did not convey the restriction to you when you entered.

CPZs control single yellow lines by entry signs to the zone - what was your route to where you parked.
There's an entry sign on Old Street westbound just by Mallow Street.

Hi
I was hoping to get some feedback on how to best proceed with the situation and whether I have grounds to appeal.
I parked on a single yellow line on Mallow st at 7.08am 25/01/25, on the 28/02/25 I received a Notice to owner Dated 27th Feb 2025, however on the day I did not see the original PCN on the windscreen when I got back to the car. After checking Islington’s PCN website, although blurry the pictures show the ticket on the car together with some other images. I also found on the islington website, Mallow st is in CPZ zone C where parking restrictions apply Mon-Sat anytime and Sunday 12am-6am. There are permit holder bays either side of the single yellow line which show signage of the same restrictions but there are no signs on the single yellow line. I have since checked google maps and the images are from 2022 and confirm the same.
