The PCN is for parking off the carriageway, an offence in London since the mid-70s, and requires no signs or lines. The photos seem to show your car is parked off the carriageway, so the PCN would seem to be correctly served.  Are you not aware of this parking restriction in London ? Obstruction does not have to be proved, just that the vehicle is not fully on the carriageway.

I reckon this is the location where you parked. It's dated September 2021, so please tell us what is different now, if anything.

This space is between the cars parked and there is no way the footpath was blocked or even had any issues with ongoing pedestrians, this is solely the corner or far end of road as the footpath is basically the the side of drivers side which was quite far from footpath, how the hell would they think the footpath was blocked off although just because of the rearside bumper was over the end of footpath but not the tires.
