Think you'll struggle with this unless as said you couldn't access the internet when you landed for the next 3 days.

On the 12th Jan I drove to Heathrow from Oxford aware that I had to pay the ULEz charge. While waiting for my flight I tried to pay the charge only to get the attached screenshot message stating “Sorry, somethings gone wrong, we have a technical problem” and that “I should try again later”. I tried several more times with the same outcome.
I was away for 4 days and on the day I returned I thought I’d better pay my ULEZ charge for my return to Oxford. It was then I realised that I hadn’t paid the charge 4 days previously and was now unable to due to the 3 day limit. The website was now working and I could pay my return charge without a problem.
I subsequently received a PCN from a camera on the Bath slip road. I made a representation against the PCN and have just received my notice of rejection. I am now about to appeal that decision with the London tribunals and was hoping you might be able to give me some advice, or whether you have come across a case like mine before.

There are several cases on here where the issue appears to be that the motorist sees the transaction as "pending" on a bank statement and TFL say no payment was made.
TFL seem to be getting some bad press over payment failures in general. Here's a recent example from the Guardian. (https://www.theguardian.com/money/2025/feb/25/another-red-card-for-tfl-over-poor-penalty-system-pcn)
Please post up the PCN, your representation and the Notice of Rejection. Please only redact your name and address. In particular please leave visible the PCN number and the vehicle reg.
Just because TFL issued a PCN does not mean that your car is not emissions compliant. The checking system can fail or is inaccurate for a number of reasons. So it's always worth checking if the ULEZ checker says no. What is the make and exact model of your car and the month of first registration?

Pl post your reps and their rejection. Redact only personal details.
You could have paid at any time in the 3-day period and any initial blip on the part of the process would not be a defence but could be a mitigating factor if you were out ofphone and internet contact during this period, so I don't know what would be the basis of any appeal..but if they've not re-offered the discount then it's a no-brainer.
