Thanks for your response. Yes I have got all the paperwork together to re-rep myself and I will request the opportunity to pay the discounted amount though the permit was paid for 2 weeks before the pcn but I had not received it in the post. The last couple of years they have been perfectly happy with the non display of permits because they are online anyway so I believe they are being unreasonable suddenly changing their minds about that and I will make a statement to that effect when I do my appeal.

Please post-up the NtO.

As it will say on the NtO, do not ignore it. Your original PCN will (or should) say something about if you made reps against the PCN but got a NtO without any response to the reps, you must follow the instructions on the NtO.

My advice is to just submit the same reps again, but this time add in that you did not receive a response to your informal challenge against the original PCN. This means that you missed the opportunity to pay the discounted penalty, and you request that they re-offer it.

I have been served a Notice to Owner dated 11.4.2025. It arrived in the post. But I did not receive a response to my appeal. Just this. I am the registered keeper.

As regards the next phase - other than paying - the registered keeper would be served with a Notice to Owner.

Who is the registered keeper?
Are their DVLA details current?

It might help if you gave us a timeline of all events in connection with this PCN, beiginning with the date of its issue.

HELLO THERE. HERE IS a 'copied and pasted' version of my appeal which I received advice for on this forum regarding a PCN FOR NON DISPLAY OF RESIDENT PARKING PERMIT. MY APPEAL WAS REJECTED VIA AN EMAIL LINK. I CANNOT FIND THAT EMAIL ANYWHERE HAVING SEARCHED AND SEARCHED MY INBOX. 

Any advice on how I access the rejection letter I can't find the email of and how I present my case in the next level (which I don't know because I can't find any details)

I am challenging this pcn for the following reasons.

PCN BH86826949


I renewed my residents permit in good time on 31st January 2025 and before leaving home to attend to the needs of a sick relative who lives in London therefore I was away for some time.  At no point in the on-line renewal pages was any notice given that the permit would not be renewed until the council had seen a particular page of the insurance document for the car. The only message was that 3 x proof of address was not required. I therefore consider the PCN not to be valid because I had followed all the instructions on the Brighton & Hove website for renewing a parking permit and the payment had left my account and the council had been paid.

It does seem rather churlish of B & H council to take your money, but not renew until it had seen some documents, but tell you nothing about this on the renewal web page. Or maybe it did tell you but you missed it ?

I suggest you submit representations explaining that you renewed your permit in good time on <date> then left your home to attend to the needs of a sick relative who lives in London, so was away for some time.  At no point in the on-line renewal pages was any notice given that the permit would not be renewed until the council had seen the insurance document for the car. I renewed my resident permit 31st January 2025. I received an email receipt and the money had left my bank. I immediately left for London to be with a sick relative and take them for a hospital day procedure.

I received a pcn 11.2.25.

The council had sent me an email 3.2. 25 requesting I re-upload my insurance docs but I had not seen this because I was away dealing with my relative. The email from the council was sent after my payment had gone through and therefore I thought no more about my permit.

Advice is needed before tomorrow which is the deadline before the fine goes up to £70.
