Forget about Photoshop - the CEO was right by your car and served the PCN. Maybe it blew off when you drove away.

Plus the dates of Service of PCN and NTO. Who the hell proofread the NTO??

That is very odd, I have seen the photos and it is me getting into my car. I believe it must have been photoshopped because he had not finished issuing the ticket he took photos of me driving away but their was no PCN on my car, I am certain of that. I would have paid the reduced amount had there been a ticket on the car.

One of the Council's evidence photos which is timestamped at 20:24 shows the yellow PCN envelope attached to the nearside of the car windscreen.
The subsequent service of the Notice to Owner on the Registered Keeper is the next stage in the process when the on-site PCN has not been paid within the relevant 28 day period.
That contradicts your assertion that "I drove away before he had chance to issue my ticket on my windscreen".
Why might that be?

About a month ago I parked briefly while picking something up for no more than a couple of minutes at around 21.00. As I returned to my car I noticed an attendant next to my car. I drove away before he had chance to issue my ticket on my windscreen. I have now received a Notice to Owner. The fee would have been £35.00 but has now gone upto £70.00, however I was never issued with a PCN and none arrived by post. I would like to contest this on the grounds that no ticket was issued. I am not sure what proof they will have other than me driving away. I would appreciate some guidance on this.
