Appreciate the reply. Such a mind numbing process of getting this form signed and sent off in time. Especially as havering council failed to post the original PCN. Reading other forums am not the only one so this is quite common.
I have a specimen complaint letter.

Also it's best not to post the PE3 SD form. Scan the signed and witnessed form to a PDF and attach the PDF to an email to the Traffic Enforcement Centre at Northampton County Court. Put Statutory Declaration and the PCN number in the subject line. The TEC's email address is on the form.

You should get an acknowledgement email with a couple of minutes.

For the purposes of these forms you are the Respondent and the Council (Enforcement Authority) is the Applicant

Appreciate the reply thank you. Does anyone here have a template of a completed form PE3 especially the witness signature part. So that I do fill this part out properly prior posting.

So now you are in the right forum and need to read this: -
https://www.ftla.uk/civil-penalty-charge-notices-(councils-tfl-and-so-on)/read-this-first-before-posting-your-case!-this-section-is-for-council-tfl-dartme/
and update your post accordingly.

Once we have all the facts, the 'ferrets' will try to discomfit Havering who are a truly dreadful council.

Hi. New to this. I’ve read the forums relating to charge notice that I have received. I also did not receive the original pcn. I am waiting for the order for recovery so that I can submit the PE3 form to TEC. what I want to know is how do I get the form signed by the court and is there a charge for this?
What court do I need to go to and how quickly can I get ann an appointment.
Any reply’s will be greatly appreciated.
