FYI you can see the sign on the first pic below (in the distance). I saw it when I parked but assumed it related to the parking bays as it was just on that side of the road.
I guess I just have to take this one on the chin and move on then?

Council has a pic of a permit parking area (PPA) entry sign but doesn't show where it is. The sign needs to be clear and on your route into the PPA.
PPAs need no marked bays but can have some for non-permit holders.
The bay sign in your pic is a shared use bay for permit holders and free parking for anyone but only for a time limit (which I can't quite make out - 60 mins I think with no return in 3 hours).
Manchester is keen on PPAs and has been putting them in recently such as near the Etihad stadium.

Please can someone advise whether I need to pay or not; I may have just misunderstood the rules around how signage should be displayed.
When we identified the parking location on Erwin Street , we noted a clearly marked parking bay and a permit holder sign on the other side of the road (a photo of this sign has been provided as evidence when viewing the PCN). However, the only sign on the side of the road we parked on was at the end of the road and stated: “permit parking area ends”. Double yellow lines then proceeded onto the adjacent street, so our assumption was that the permit parking sign related to the parking bays and we were lucky to have found a space within the limited area that was not demarked by double yellow lines or parking bays.
