Yet more mendacious advice from Zipcar. They have paid the PCN, so it's game over, sorry. The process is you either pay or you submit representations.

I was actually driving a ZipCar (rental car) and although they have paid the fine, I have been granted authorisation to appeal retrospectively. Hoping to get some wisdom from any members here.
