I’ve already submitted a challenge using the wording shared above on this forum, but unfortunately, it was rejected.

Would anyone be able to offer further advice?
Do you think it’s worth taking this to the Tribunal?

all sides of the PCN,
a copy of yr reps,
and all sides of their rejection.

Only redact yr own name & address from docs - be sure to leave all else in.

As far as we know, so far H&F have only folded after an appeal has been registered at Tribunal.

From what I can see from now quite a few threads on this notoriously, (disgustingly !!!), badly implemented restriction, that H & F are giving way on all reps, but still are happy to collect the money from those who just cough-up. As most people do cough-up, they can put up with a few cancellations.

So far, I don't think this location has got as far as London Tribunals yet.

So I've had the pleasure of also receiving a PCN for driving down Rivercourt Rd in Hammersmith. Glad I stumbled upon this thread and having read through will be submitting my representation shortly.

Publication is few months old and might be outdated by now. The link provides good points to build your case on. But, do not rely solely on that.

@hash - Is this a new PCN? What stage are you at? Is this an appeal to the Tribunal or representations to the Council?

Raj has given you a link to an article which includes  a photograph of the advance warning isgn on the A4 (not sure if it is stll there).

I received a Rivercourt Road PCN dated 13/02/2025 and responded 23.02.2025 with the attached reps. after reading your forum on this location.

Happy to say LB Hammersmith & Fulham saw reason and cancelled the PCN by letter of 11/03/2025 - many thanks to your website.

Thanks for this. I just made an online representation under similar grounds.
This is not a legal advice or anything, if it helps others, the wording is below (I know #4 is not really ground for cancellation but it is specific to my case).

I believe the PCN was unfairly issued due to the following reasons:

1. Inadequate and Insufficient Signage
There were no clear and visible advance warnings on the A4 before reaching the exit to indicate the prohibition. As a long-term user of this exit, I was unaware that recent restrictions had been put in place. Given that this exit has been unrestricted for years, the council should have ensured clear and noticeable advance warnings before the junction to allow drivers to take an alternative route safely.

2. Recent and Unexpected Changes to Restrictions
The prohibition was implemented during the Christmas period when I did not use this exit. This was my first time using it since the change, and I was unaware of the new restriction. The lack of prior warning to regular users of this route caused confusion and led to an inadvertent contravention.

3. Highway Safety Concerns
Upon exiting the A4, I was immediately presented with multiple signs at a location where it was unsafe to stop and read them properly. There are about 10 signs at that exit, speed restriction, parking restriction, 2 camera signs, 2 one way signs, lorry sign, lorry entry times and dates, road name.  The complexity of signage at the junction made it difficult to process the restriction in real time, particularly while navigating a busy exit.

4. Emergency Circumstances
On the day of the alleged contravention, I was responding to an urgent situation—picking up my wife from Hammersmith station as she had fallen ill. Given the urgency, my focus was on reaching her as soon as possible, and I did not anticipate the restriction due to the reasons stated above.

5. Alternative Actions Were Unsafe
Once committed to the exit, reversing back onto the A4 was not a lawful or safe option due to Highway Code Rules 200 and 201. The council’s restriction forces drivers into a situation where they must proceed, making enforcement in such cases unfair and unreasonable.

6. Request for Consideration
In light of the above, I respectfully request that this PCN be reviewed and cancelled. The lack of advance signage, the unexpected nature of the restriction, the complexity of signage at the exit, and the emergency nature of my journey all contributed to an unavoidable situation. I would appreciate if the council could exercise discretion and consider either cancelling the charge or providing further guidance on improving signage to prevent similar incidents in the future.

I wonder if the moderator could isolate and save page 2 of the NOA which is the clearest example of the signage issue I've seen to date and which could be used by others in their reps.

As I try and comment on each H&F moving traffic case:
This council often cancels first time contraventions especially if you are accessing local people/facilities. There is no need to get too confrontational.
So good for H&F - probably alone in using discretion on being caught out first time in low-traffic schemes.
