The contravention did not occur as the sign referring to term time is proscribed. As per school parking restrictions, how is a driver expected to know the times of any term time in advance?

Please cancel the PCN therefore.

They were entitled to serve the charge certificates on 5th March;  however, it is possible to register an appeal late if you have a really sound reason to do so.  I would do it today if that is the case.

Hi all just received two charge certificates after receiving my notice of rejections for my two pcn’s which at the time I did not realise I had to appeal within a specified time to the tribunal I’m just wondering if there is still any chance of appeal as I’m a full time carer of my disabled child and totally forgot all about it please help thank you

Please post rejection letters.  The next stage is you either pay or take them to London Tribunals.

Yes, because it is the same council signing error. Note that similar signs elsewhere have already won an appeal at London Tribunals.  Hippocrates will no doubt post it up.

The signs at each end of the restricted area are unlawful because they all have a blue sign "term time only", but do not tell you what the start and end dates are.  In contrast, signs at entrances to parking zones where special event day restrictions are in place, like near football grounds, must state the next event date.

Appeals have been won on this, so don't cough-up, but instead submit Hippocrates draft for representations. Post their response when you get it.

There will be two videos for the two PCNs. You have blanked out car reg and PCN number so we can't go and look at them, so please download them and post them here, OR unblank the relevant information. You only need to blank-out your name and address.

On Horns Road there are these warning signs: -

However the actual restriction sign at the entrance to Perrymans Farm Road is flawed. It has a blue sign below the main sign stating the restriction only applies during term time. Well who knows when these are ? I believe an appeal at London Tribunals has been won on this point.

The photos on your second PCN at 08.40 shows your car entering from the other end of the restriction at the junction with Youngs Road.  GSV is too out-of-date to show the signs, so we'd need photos of the approach to assess sign adequacy.

However, we really need to see the videos, as this is their sole evidence of the alleged contravention.

Post Requesting Assistance with PCN Appeal

Hi everyone,

I need some help with drafting an appeal for two PCNs my wife received. On 20th January 2025, while attending a blood test appointment at a clinic on Perrymans Farm Road, Ilford, she unknowingly entered a restricted area. The PCNs were issued 17 minutes apart — one at 8:23 am entering from Horns Road and the second at 8:40 am exiting to Horns Road, Ilford

She wasn’t aware that the signage had changed and that there had been a restriction in place since June of last year I believe. She entered the area purely for her medical appointment and had no intention of violating the rules.

If anyone could assist me in writing a strong appeals letter to contest these PCNs, I would be very grateful. Thank you in advance for your help!
