This is all I can think of - worded so you are just challenging on their evidence and not disclosing what actually happened.

I am challenging the PCN because there does not appear to be any markings designating a parking bay where I parked.

I have checked your pictures and they confirm a lack of bay markings.

With no indicated parking places I do not think the alleged contravention occurred and I look forward to your early confirmation of cancellation.

As I said, the bay markings look almost non-existent on the council pics. Needs careful wording but this  looks to me a good angle.

OK, so make sure you put this mitigation into any representations you send in. They may give way, so it's worth a try rather than just coughing-up straight away.

There is no mandatory observation time, and your car being there with no payment made for parking means a CEO can serve a PCN immediately.  Any particular reason you didn't read the bay restrictions sign ?

Bay markings look very faded.

Why did you park there. It's a resident's permit bay on Sundays.

I was issued with a PCN in barnet  For parking a mixed pay and display and resident permit.
Observed from 10:13 to 10:13!
Do we get the 5minutes grace period?
Can i challenge the PCN?
