It's a shame as I think all code 12 PCNs are open to challenge. However if you got a notice of rejection telling you to pay or appeal and you didn't appeal, then you've now foregone the right to appeal so that's the end of that. If you don't pay then eventually the bailiff will take any vehicle in your name that they can find.

Hi,
In March of this year I parked in parking area on the side of a street - the ticket machine was broken so I just left and presumed it would be fine. However, I got back to find I had been given a parking ticket. When I got home I refuted this but was given the response that I could have paid on the Ringo App, therefore the notice was still valid. I decided not to pay because it seemed ridiculous - what if I didn't have a phone with me?! Tbh I didn't even notice you could pay by an app anyway!

Anyway, since then I received a few letters reminding me about the ticket, with the fine increasing each time. I've kept ignoring them as I feel like they have no ground to stand on with this case. Today I received a letter hand delivered from Newlyn (debt collectors) stating that my goods may be removed if I do not make payment.

Firstly, I have stored my car in my garage now (which is much rather not do as it's a pain to get it in and out!). Do they have any way they can come in and take it? The car is entirely in my name, but the property where i'm living isn't. Will they eventually give up if they realise they can;t access my car and I ignore them?

Secondly, is there any way I can refute this? Is what they're doing right now legal, given the fact that hypothetically I had no phone on me and the machine was broken?
