Thank you for your feedback. So do I challenge the PCN based on the contravention did not occur as I was picking up my son? Unfortunately I did not take screenshots of the app freezing as I was in a rush to pick up my son as I was already late.

Assisted boarding and alighting from/to premises of vulnerable people takes as long as necessary but no longer. It is an exemption.
Problems with the app are also looked on kindly by adjudicators if you have some proof. You can could hardly have driven away without picking your son up.
But K&C may cancel this and you certainly should challenge it. Draft a challenge.

My son is 7 years old. What's the maximum time allowed for assisted boarding?

How old is your son - if you were in and out with him assisted boarding could apply. But there is nearly 6 mins observation on the PCN.

Unfortunately I have received a PCN (contravention 11u) from Kensington & Chelsea council which was issued on 11/01/2025. I was fully aware of of the parking restrictions and attempted to buy a ticket via the pay by phone app, I entered the location and went through to the payment page but for some reason the app kept freezing and hence the payment wasn't debited from my card. I tried a second time and still faced the same issue. Stupidly I decided to take a risk and run to collect my son from his friend's house, upon my return approx. 6 mins later the PCN had already been issued. I know this is probably a long shot but is there any chance of me appealing on the basis that the app didn't work? I did not take any screenshots of the app freezing so I highly doubt the PCN appeal will work. Appreciate any advice on the matter?
