OK. Horizon are fairly innocuous and benign. Certainly if the PCN is over a year old, they will not be able to hold the Keeper liable as their PCNs are never fully compliant with all the requirements of PoFA. As they have no idea who the driver is, unless the Keeper tells them, they cannot do anything except try and scare the Keeper into paying up.

No one on here receiving advice pays a penny to Horizon.

Nope. No change of address. I have no memory of any conversation with them as it was over a year ago.

Have you changed address at any time before the alleged contravention and forgotten to update your V5C? This most likely reason for not finding out about a Parking Charge Notice (PCN) until a useless debt collector becomes involved.

Check your V5C. Many people update their drivers licence but either don’t realise or don’t remember to also update the vehicle registration.

If that’s the case, you need to urgently send a data rectification notice to the DPO at Horizon instructing them to update their records with your current address for service and to erase any old address they may hold for you. Not doing this is almost certainly going to get you a CCJ by default.

Otherwise, you can safely ignore Empira and any other debt collector. They are powerless to do anything except get the low-hanging fruit on the gullible tree to pay up out of ignorance and fear.

If you get a Letter of Claim (LoC) or an N1SDT Claim Form from the CNBC, come back and show us. Anything else is irrelevant.

Hi, sorry the information I have is quite vague. I received the attached letter from Empira regarding a parking charge as the registered vehicle owner. The charge is from 28/12/2023. I have no memory of receiving a letter from horizon or if I tried to appeal or anything. I have no records of any conversation between horizon and I either. I was just wondering the best way to go forward. The attached letter is all the information I have to go off.
