Excel signs are never "clear". Excel make their income from low-hanging fruit on the gullible tree who pay them out of ignorance and fear.
How old is the newborn? The Equalities Act comes into play here.

Excel won’t care, they don’t have a “better nature”, any appeal needs to be on a technicality like inadequate signage. If the signs were clear, they’ll likely say that you knew the time period and it was up to you to adjust your times accordingly.
This is probably Excel’s primary source of income, they’re not likely to give it up because they feel generous.

Hi (First time posting here)
Recently got a PCN for overstaying a free parking, the time allowed is 2h30 min and stayed 2h46
The short story is she went shopping with her sister to TKMaxx and spent time actively shopping and they both made purchases there, while in the store our 4 week ok needed a feed and the store kindly allowed her to breastfeed in their changing rooms, after completing the shop in TKMaxx they proceeded to do a grocery shop in ASDA.
We have all the slips, proof we have a newborn if they insist as well as screenshots of an app she uses to help track feeding.
This was at Ivybridge Retail Park, Twickenam and the PCN is issued by Excel.
Do we have a valid appeal and how best to approach it?
