Just to update - my appeal was indeed rejected on the basis that I went past the signs. In their rejection letter Redbridge council re-offered the discount for a further 14 days following the rejection. I have now paid the fine.

Unfortunately, it looks as though it does indeed start at the signs.
Thanks so much for your advice - would have had no idea about what to search. It looks like I am better off paying the fine. Will know to avoid this road completely the next time I am in the area!

I expect they will re-offer the discount when inevitably refusing your reps. The signs must reflect the Traffic Regulation Order, so if you want to fight this, you will need to find out from the TRO where the restriction starts. If at the signs, then game-over more or less, unless a technical appeal is suggested. If the restriction is solely on the other street, then the contravention did not occur, and you should win, althoug you'd have to take them to London Tribunals as London councils just refuse virtually everything these days. They want your money !!

On 06 JAN 2025 I received a PCN for driving into an area which is restricted to cars between 07:30-10:00.

I was approaching from Trevor Road and entered Fairlawn Drive. At the Trevor Road end of Fairlawn drive there is a T-Junction sign.

At the bottom of Fairlawn drive, just before it exits onto St Ronans Crescent/Arundel Drive (which is the road I assume the restriction applies to) there are signs illustrating the prohibition.

I drove past the sign, but did not drive past the give way line. Instead, after making sure the road was clear, I reversed back up Fairlawn Drive and onto Trevor Road. In my opinion no offence was committed, as I did not actually enter [what I believe to be] the restricted area.
I replied to the council's letter (I had no idea ftla.uk existed prior to today or would have asked for advice prior to replying) but have not heard anything back. This Friday 17th Jan marks the end of the period during which the PCN will be discounted. The letter does not say anything about extending the discounted period while representations are considered. I can just about afford £65; £130 would be a huge hit to my budget.
Am I better off just paying the £65?
