What have the management of the GP surgery said about this? I'm assuming you have approached them and asked them to get their agent to cancel the PCN.

I had a medical appointment for my newborn daughter at the GP surgery on the 12th Dec at 1440. Traffic was really bad so I rang in at 1438 to let them know I was going to be late. I must have forgot to enter my VRN at the reception desk on the tablet due to being late (doing so gives you 90 minutes free parking) and was sent a PCN from Civil enforcement.
I appealed with a screen shot of my text reminder of my appointment explaining I forgot to enter my registration number in the GP surgery but my appeal was denied due to: "We have no record of a payment made for the above vehicle registration on the day in question".
However, on the Medical practices website it clearly states:
"Medical Practice visitors benefit from 90 minutes free parking at the multi-storey car park at Five Valleys shopping centre with access directly from the top floor of the car park. Please ensure you input your full correct vehicle registration number in the tablet found in reception at the Medical Practice." [https://www.fivevalleysstroud.co.uk/medical-practice]
I have already admitted I was the driver as it was the first question when appealing, I am the regiestered keeper of the vehicle.
