Hi Incandescent,

Thank-you for the speedy response, and for the explanation.

Forgive me if I'm missing something, but was there meant to be a link in the second paragraph of your reply: "Read this and update your thread accordingly"?

That would be
https://www.ftla.uk/civil-penalty-charge-notices-(councils-tfl-and-so-on)/read-this-first-before-posting-your-case!-this-section-is-for-council-tfl-dartme/

They have 28 days to serve the PCN. 14 days is the limit for police to send a Notice of Intended Prosecution. The PCN is within the decriminalised enforcement regime.

Anyway, read this and update your thread accordingly. There may be a valid and winnable appeal argument. Many of these are totally unrelated to the alleged contravention !

Hello,
Hoping to receive some advice. The registered keeper received the PCN on Wednesday 8th January 2025 from Haringey Council for a ‘S3 Failing to comply with a restriction on vehicles entering a pedestrian zone’ on 19th December at 15:15.

They might be bang to rights here but I thought I’d post on the off-chance: The date of the notice is 6th January 2025, with receipt on 8th January 2025. Previous advice read here seems to be mixed but am I right in thinking there may be grounds to appeal this PCN as it was issued beyond the 14 day window? If so, what would the best approach be?

Thanks very much in advance,
