Given that the sign (as far as GSV shows) has been in the same incorrect position since 2021 then IMO any reps should refer to this and attach GSV snapshots otherwise TfL are likely to simply reject...and they're more than capable given what happened in a thread concerning a RR parking bay which clearly showed the wrong sign because their contractor had installed the wrong one..but this didn't stop TfL from rejecting at the first stage.

OP, I would wait for the video and if this shows the same orientation then you should include this with the GSV and hammer home their incompetence.

You need more meat in reps if they're to cancel at this stage. While they'd lose ultimately at adjudication if they were to reject, I suspect you don't need having to deal with this in your life - with repeated posts here while the appeals process grinds on- and would simply like to be done with the matter at the earliest opportunity.

So here: https://maps.app.goo.gl/ZsaZBNrKfc1PQVhC8

Loading relates to goods, not people with their luggage, and in any event loading is only permitted from 10 am till 4 pm, however the sign is obviously inadequate because this is a stopping prohibition, meaning that you are not allowed to stop the car to look at the sign. This means that the sign must be visible and must be facing traffic, so that you can read it without stopping. As the sign is facing the wrong way it is inadequate, and that is a straightforward ground for making representations.

Here is a draft:

Dear Transport for London,

While I accept I stopped in a red route bay, there was no sign visible informing drivers of the restrictions applicable in this bay, it follows that the alleged contravention did not occur.

Yours faithfully,

Send this via https://tfl.gov.uk/modes/driving/challenge-a-pcn and make sure to keep a screenshot of the confirmation page.

In parallel, don't forget to ask for the video as well.

Good evening and happy new year to everyone. I was picking up/dropping off a delivery which i can get proof of so i stopped at a red route to drop off the delivery but i was caught by a camera and seemed to be served a pcn by tfl . The PCN number is GX21346178 and the VRM is MV58JYL for anyone wondering. I went on Google maps and typed the address which is 212 Borough High street and i can see a red route sign which seems to have been turned to face the pavement instead of the road but after close examiantion i realised it said no stopping except for loading (max 20 mins), which is what i was doing.
