Looks like their website is broken - it says you need the web code from the letter, but there is no place to put it in. You'll need to ring them (or they may switch it back on in office hours?)

He doesn't know which part of the road as he wasn't even aware a PCN was issued.

Havering has been slow to put pics up and maybe is doing so only when people log in and try and view the evidence.

Havering is also not offering the discount on rejection as policy currently and as this is an NTO any reps will presumably be rejected with the full amount demanded unless they accept no PCN was found and no opportunity to pay discounted penalty.

South End Road does have a few footway parking bays - can you do an exact Google Maps link to the location? It's a long road.

28-day period for making reps expires on 6 Jan.

This hardly leaves much time to request photos - see their website. But they may at least try.

Not finding a PCN on the car is not a defence, however they have to prove service which is usually done using photos.

Simply denying that the contravention occurred without further research in the time remaining is not making the best use of that time IMO.

My simple approach would be to deny the alleged contravention. The council has to prove their case

Hi all,

A family member received the following NtO:

The family member is quite certain he didn't receive any PCN on his car, so this NtO is a surprise.

The NtO letter has an allocated box where there was supposed to be an image of the alleged contravention, however, that has been left empty (please see in the link above).

Also, when we log into the council portal, there is no option to view  images.

Can anyone help?
