Just to say that have got this resolved at long last.
TEC processed the statutory declaration and ordered the council to cancel the order for recovery and the charge notice.
Have been able to get the original PCN fine imposed and can now close this issue - saving me a couple of hundred pounds.

After nearly SIX months of waiting, the charge was finally registered with TEC.
I received a recovery notice too: was able to get the PE3 sworn that came with it and have emailed a scanned copy to TEC.
This has been sent in 1 day before the 21 day-period given (Due for 4th July).
I have received an automated response/acknowledgement from the TEC mailbox: is that sufficient, or should I follow-up with them by phone given the cut-off date is so near? Advice/experience on this appreciated -

Contact the council if you want, but be very cautious if they suggest something that is not within the legal process. Never assume council staff know what they are talking about, they rarely do. So come back here if they suggest anything. This may be to cancel the CC and send you the PCN again. The motto is "tread very carefully"

Been over 30 days since the cutoff date for the charging cert. has passed. TEC have yet to confirm debt registered: assumed this would have been done sooner. Is this delay typical, or varies between authorities?
As I queried before - do I wait and just keep checking with TEC every week until they confirm claim is registered, or if I have an option to contact the authority to discuss, do I take that option? @cp8749 @Incandescent

Quick update: still has not been registered with TEC, so am continuing with weekly checks with them.
Since then, I have now found a way to contact the council traffic dept (Via email): should I attempt to contact and flag the issue with them, or just wait for this process to continue silently?

Yes - the name and address on the charge certificate are both correct.

Not getting the PCN gives you the right to make a statutory declaration when they register the debt.

I've received an increase charge certificate from Tower Hamlets council. I never received the PCN, so obviously am upset about this and feel this is very unfair given the notice states there is no statutory right to discuss this matter any further.
On the day, we were driving near Spitalfields market, and followed sat nav to surrounding roads. It was very busy on the day (Sunday afternoon) and several roads were blocked or shut-off with events like street markets also taking place.
I now see there is signage marking where the pedestrian zone on Google maps- with timings too- so I can't really dispute the charge - but being forced to pay more without having received a PCN in the first place is what is hard to accept.

The letter is dated 19th Dec, giving me till NY day to pay.
Do I have any options, given that there will not likely be much support or responses to queries at this time of year?

It is not possible to talk to TH council: contact options are online only, and there are no telephone contact options provided by them.
Help appreciated in advance.
