I emailed the council rather than using its portal to challenge the windscreen notice. The council didn’t reply to the email and then it sent that letter. I challenged using the letter using the council portal yesterday.

Did you challenge the windscreen PCN? You've posted an NTO not the PCN.

I have submitted the appeal on the basis of the first reply above, namely that this is a first charge at this location and I’ve provided a copy of the receipt.
The car park is London Borough of Bromley-owned and operated, with use of the RingGo app as the sole payment option.

You must set the links to public: until we see the paperwork it is not clear if this for a Council run car park or a privately run one. Please also post a GSV link to the exact location.
If it turns out to be private this thread will be moved to the p[rivate parking forum.

You need to set documents to public.
But Bromley's policy for a first time such issue is forgiving and a polite ask should see this off.

Hello,
What happened
London Borough of Bromley issued a parking charge notice for unpaid parking at its College of Further Education (Sats.), Orpington.
The council only permits payment using RingGo (https://www.bromley.gov.uk/parking/paying-parking-mobile-phone) and parking was paid for and for the correct duration using RingGo but for a different nearby location (Rear of Templegate House car park).
This was human error but I’ve seen similar cases on this forum that show councils rejecting appeals because the payer specified the wrong location.
How you can help
I haven’t yet appealed in response to the formal letter. Can you advise me on what to say or what to do to increase the likelihood Bromley council will waive this charge?
