Good evening all.

I hope you are well.

I am the owner of the car and received a PCN in regards to my car over staying by 15 minutes in the car park stated in the title.

I was with a partner and we both entered the car park and we parked in the car park.

We were in store for 15 minutes and the main reason for the store was because I am type 1 diabetic and I needed to treat my hypo (hypoglycaemia).

We got stuck on the car park for an hour as we discovered upon leaving a concert was across the road at the co op arena.

We got stuck in standstill traffic, the driver had the engine running, edging out of the car park but 100s of cars prevented this.

Is there anything we can do about this?.
