I think you have very good grounds for PCN cancellation based on your narrative, but you may have to lay it out in more detail than you have done here. What have the police provided you with ? Normally one makes a statement to the police and they give you a copy of it.
The closest statutory grounds I would think are applicable is: -
"the penalty exceeds the relevant amount in the circumstances of the case"
But wait a bit to see what others say. Don't miss any deadlines on the PCN though.

I received this PCN after I had a small minor accident and the other driver physically attacked me and I was shaking and scared. I was not in the right frame of mind and when I entered through this road I only realised after I went past the barriers. The police also attended and they gave me a reference number which I have available. Can I appeal this PCN on the grounds that I was afraid and I was shaken after this altercation.
Any help and advice would be greatly appreciated. I have attached a PCN for your reference.
