I was parked in a TFL loading bay for 3 minutes.  In that time I picked up a passenger who had a suitcase and left the vehicle to put something in the bin.

I have learned today that passengers do not count as loading (fair enough - I know for next time now).

Is there any grounds for appeal, such as the short length of time (I'd read about a grace period)?

Or does the fact that I left the vehicle not allow that, or the fact that I was picking a passenger up.

I thought I'd exhaust everything before paying.
