You mention a neighbour - is this a residential car park of some kind? If so, please also explain whether the vehicle was parked in a designated spot, or a communal space. Please also show us exactly what your lease says about parking.
the image doesn't show a yellow PCN and there wasn't one on the car when I moved it. Is this a legal requirement?
No - there is no requirement to issue a Notice to Driver directly to the vehicle.

Hi there, I received a postal notice about my car parked in a private area but the image doesn't show a yellow PCN and there wasn't one on the car when I moved it. Is this a legal requirement? Can I use that as a reason to not pay? On a side note I think it was a disgruntled neighbour who took the photo and sent it to PCM.
