Morrisons car park...for Morrisons customers?
It would be helpful to see the signs, but at large supermarket car parks in areas where parking is scarce it's fairly common nowadays to have an option for non customers to pay to park.

So, the driver parked in the space, downloaded the app and went about their business.

'Their business' being shopping in Morrisons for which after such an extended period of shopping one would have a receipt for a sizeable sum. Does the driver? In which case a direct approach to Morrisons is Plan A.

But before this, pl post the Notice to Keeper, both sides and redact only personal info. Pl confirm this was issued in your name.

We need to see the signs themselves pl.

Have a PCN issued by Euro Car Parks for a Morrisons car park.

Time in car park: 2hours 56 Minutes
Entry time: 11.01
Exit time: 13.57
Contravention: Vehicle overstayed maximum time period allowed

This car park allows for 2 hours free parking on its signage BUT there is also additional signage above the regular Euro Car Parks sign which states the following:

"Your Parking Space
Parking for more than 2 hours?
Location ID 11344
Pay with the YourParkingSPace app
1. Download the Yourparkingspace app
2. Enter the location ID shown above

Or, prebook in advance
1. Visit yourparkingspace.co.uk
2. Search via destination and book parking."

There is some more writing underneath this writing, but it is not visible and cant even view it zoomed in on photograph.

So, the driver parked in the space, downloaded the app and went about their business.
On realising that they needed more time, the driver opened the app, entered the location ID as required, and the app threw up an error stating " Information: Unfortunately all our allocated bays have been booked at this time. To guarantee a space in future, please prebook in advance." The app would not allow driver to extend the time as promised in the notice. This led to the overstay.

How could a space be not available if car is already parked in it?
So misleading! Surely this has to be a frustration of the contract through physical impossibility?

We have screenshots of the signage and the app error message.
Have not sent in appeal yet as unsure how to word it.
Any help gratefully received.
