It's in the opening post. The PCN has three photos showing I was there for just over two minutes.

As I understand it:

You stopped but did not alight or board a passenger, therefore there is no exemption. 

That you intended to but didn't goes to mitigation only.

Red lines: You can stop on these to pick up and drop off blue badge holders but you'll need to move on quickly

When you submit representations include a copy of both sides of your friend's blue badge. However from your own description of events you didn't engage in any boarding or alighting. You pulled over with an intention to alight your passenger and to then park in the parking bay in front of you. The bay was blocked so you went elsewhere.

There must be a video, I suggest you request the video from TFL and post it up, so we can have a look at the sequence of events. TFL videos aren't on the their website. Don't miss the deadlines to submit representations waiting for the video. And try to get your representation submitted to TFL before the 14 day discount window expires.

I remembered what I was doing there now - not actually parked, but trying to drop someone off, hence my lights on and engine running. Incidentally she also happens to be a blue-badge holder, but she didn't have her own car that day.

I tried to get into the marked bay but there was a truck unloading or something, so I paused for a bit to consider what to do and eventually took her to a different Tesco.

Photo shows you on a double-red line on a route controlled by Transport for London. I don't know what the regulations are for BB holders on double-red lines, so hopefully somebody will be along soon who knows.  YOu could also look at your instructions for use of a BB, issued to you when you were granted one.

However, if this website is correct, the PCN has been correctly served.

Hello again,

Just had this from TFL - I honestly cannot remember the reason for stopping here; it was probably very brief and may have been related to the nearby Tesco - but that doesn't make perfect sense as I have no memory of visiting the shop.

I'm currently trying to wrack my brains to remember what the actual circumstances were - I'll check my google timeline shortly to see what else I was doing.

I am a blue badge holder, and as far as I am aware, stopping on a red route is permissible under certain circumstances -

As you will see in the images, the car lights were on, along with the stereo head unit - which suggests the engine was still running.
