So this was an on-site PCN and you submitted informal representations and these were rejected?

The next stage would be a Notice to Owner that would been sent to the Registered Keeper of the vehicle. The RK can submit a formal representation (challenge) against the PCN. Are you the RK and did you recieve a Notice of Rejection?

Only if the Council sent a Notice of Rejection to the RK is there a right of appeal by the RK to the Independent Adjudicator.

If there are double yellow dashes on the kerb then that indicates "No Loading" at any time. Your Blue Badge provides no exemption. It's covered in the guide that came with the badge.

I parked on double yellow lines and displayed my Blue Badge! There was also lines on the pavement although there wasn't any black and white sign displayed anywhere! Parking warden issued a ticket although previous parking wardens haven't one even told me he couldn't issue a ticket due to the missing sign! I appealed the PCN and it was rejected. I'm now doing the 2nd appeal to the adjudicator and waiting for their decision!
