To answer some of the questions - I parked right across the ED (emergency department). I didn’t realise this isn’t considered hospital parking especially when it’s right outside the hospital.
As mentioned anyway, I wasn’t in a right state of mind, so even though signs may have given it away, I didn’t pick up on it.

IMO, wrong grounds.

Two P&D tickets purchased at 11.07 and 13.13 for 2 and 3 hours respectively.

Alleged contravention occurred at 15.35 during the period of the second ticket.

IMO, the only grounds available were:

06 Parked without clearly displaying a valid pay & display ticket or voucher


22 can't apply unless evidence of 're-parking' exists.

The second ticket was never valid and IMO this is the material evidential point and one which should be reflected in the grounds.

My thoughts.

Everything you have told us so far is mitigation. So you need to write a humble letter explaining the circumstances and see if they will give way. Mitigation can only be considered by enforcing authorities like the council; it cannot be put forward as an appeal to the adjudicators, who can only decide on law and the statutory grounds for appeals.

Hey everyone!

On Friday just gone, I had to rush my mum into hospital with a suspected heart attack. We were sent to Lister Hospital in Stevenage.
I wasn’t really with it and quickly paid for parking but due to the rush only managed to pay for 2hrs in the first instance. I then returned 2hrs 6mins later (a few mins delay) and paid for another 2hrs.
In the chaos of it all, I apparently missed to see a sign that says you’re only allowed to park in the hospital car park for 3hrs with no return for 2hrs (this was one of the photos attached as evidence in the PCN which was issued to me).
We ended up being there until about 8.30pm and I had paid for parking until 9:15pm.

I just wanted to seek advice on whether there is any point in appealing the PCN?
