I see VRM is FH18 BHX (visible on the PCN
I have gone to NCC PCN Checker - various photos including the sign with date and time (image attached)
I have checked my Ringgo app - I have a receipt for £5.90 starting 18.22 that night.

VRM - Vehicle Registration Mark

Hello - PCN attached
VRM?

I suggest you get the CEO's photos first pl.
I can't make out the PCN or your VRM both of which are needed to access the council's evidence.

Thank you - will challenge and post results.

I think it is certainly well worth you submitting a challenge to this obviously misleading sign. Councils have a duty in Regulation 18 of the The Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996
to erect signs that correctly reflect the traffic arrangements defined in the Traffic Regulation Order. Here they haven't.
Include a photo of the sign in your reps. CEOs are not there just to hand out PCNs to all and sundry, but should also report missing or damaged signs.

Parked in marked bay, Broad Street, Nottingham (https://maps.app.goo.gl/6Rz9MpDu1F32dAtS9) at around 6.20 pm, 19th November 2024 - sign said parking 8am to 10pm, made payment by Ringo asking for two hours (£5.80)
Returned at 8.20 pm to find PCN
Photos of PCN, car in space, position of sign in relation to car, close up of sign:

Looked at sign again
Sign over parking sign said 'no waiting 8pm to 8am'
It looked liked the area saying parking 8pm to 10pm had, at some point, had a label put over but part pulled off to 're-reveal '10pm'. Possible this label had said 8am to 8pm?
Checked Ringgo - noticed that the parking ran out at 8.00pm even though I had requested 2 hours at 6.20
Question is then do I have a case for dismissal on the grounds of damaged / contradictory signage
Your advice - whichever way - is much appreciated
