As above, please do not refer to these Parking Charge Notices (PCN) as "fines". They are simply speculative invoices for an alleged breach of contract by the driver from an unregulated private parking company.

Assuming all the PCNs are for the same location and alleged breach. If so, Please show us both sides of one of them, making sure that all dates and times remain unredacted. Follow the advice in this thread on how to post images:

If necessary, give us a time line for each PCN. We need to know the date of the alleged contravention and the date the PCN was "issued".

Have you approached the NHS Trust that contracted the parking company to ask them to call off their dogs? That should always be your first port of call.

These are not fines, but speculative invoices (Parking charge notices). You need to post the paperwork you have in line with the read me first sticky above (redacting personal and vehicle details). Accommodations etc is a dispute with your employer, the Parking Co will only be interested in whether you contravened their contract 'terms'. Plan A is always to get the landowner to get the charges cancelled, which needs to go via the trust.

If the trust won't play ball, almost certainly you can avoid paying the charges, but you will need to be prepared to let it get (almost) to a small claims court hearing.

I am writing to seek guidance regarding a parking fine issued during my employment as a doctor at the NHS Trust, which I believe is unfair due to exceptional circumstances. 

Despite submitting multiple parking permit applications during my employment, including one on 05/12/2023, which remains unresolved, I was unable to secure a permit. This forced me to rely on visitor parking while working, even while heavily pregnant. The Trust was aware of my high-risk pregnancy, as my Emergency Department shifts were adjusted after a near loss of my child, yet no accommodations for parking were made.
Additionally, in 2023, the Foundation School denied my requests to transfer to the West Midlands, despite being informed that my spouse resides in Birmingham and that I would be returning there for maternity leave, labour, and recovery. These denials resulted in me being separated from my spouse during a difficult pregnancy. After a complicated delivery and extended recovery, I returned to Manchester on 14th November to find a £910 fine for 7 separate tickets.

I believe this fine is unjust, as it arose directly from the Trust’s failure to process my parking applications or provide reasonable accommodations. 

I would greatly appreciate your advice on how to proceed with disputing this fine, including: 
1. Steps to challenge the fine with the issuing party. 
2. Whether enforcement actions by Solicitors can be paused during the dispute. 
3. Any other relevant guidance.
