The back of the PCN pl, where the all-important 'blurb' is to be found.
+1
The "blurb" content must contain certain information by law, so if it's missing or wrong the PCN is void.

yes the address is all in order.

he was picking up a sandwich apparently and didnt expect there to be a Q  >:(
OK. Under the decrim. parking enforcement regime, who was driving is irrelevant, the owner of the vehicle has the legal responsibility for paying or appealing a PCN.

Do we have any rights to appeal?
Of course you, as the owner and on the V5C Registration Certificate for the vehicle have the absolute right in law to submit representations to the council, and also to take them to the adjudicators if they reject your reps. Whether you'd win such an appeal is another matter. There are two exemptions for parking on yellow lines, hence HCA's question, (1) loading/unloading, but not nipping in to do a bit of shopping, and (2) boarding or alighting passengers. I get the distinct impression your partner just chanced his arm and lost.

No observation period is mandated by law for yellow line restrictions, it is up to the CEO to observe if thought necessary, (like a parked liveried van for a courier for instance).

Is the address on your V5C correct in all detail ?

For meaningful advice please to have a read of

https://www.ftla.uk/civil-penalty-charge-notices-(councils-tfl-and-so-on)/read-this-first-before-posting-your-case!-this-section-is-for-council-tfl-dartme/

and post here both sides of the unredacted PCN and a GSV link to the location.

Using attachments is not advised - use Imgur or ibb.co and you can paste the BBCodes here to put the images in yopur post.
Title: PCN issued for contravention code 01 (Stoke on Trent City Council)

Hi
last Friday my partner parked on double yellow lines. In Brewery Street, Hanley, STOKE ON TRENT.
He said he only nipped into the shop and that he was only 5 minutes. He is an idiot as anyone that lives around here knows Hanley is full of traffic wardens  >:( ANYWAY... He returned to find a ticket on the Car. I am the registered keeper.
The contravention code is 01 - Parked in a Restricted Street during prescribed hours.
The observation time was 11.09-11.12am
Do we have any rights to appeal? a google search did throw up that maybe there is a min observation time of 5 mins but that this varies by councils and I couldn't find anything on Stoke Councils policy on this.
Thanks
Michelle
