So, what does the "attached document" tell you to do? Alphabet are showing their utter incompetence by calling this a "Driving Offence". In no way, shape or form is a PCN an "offence" of any sort and definitely not a "driving" one.

If Alphabet have paid the charge, they have screwed you and PPS are laughing all the way to the bank. You have legal recourse to sue Alphabet for their incompetence and breach of the Consumer Rights Act 2015 (CRA).

What you need to understand is that neither Alphabet or PPS have any idea who the driver was. The "driver' and the "hirer" are two separate legal entities and only the driver can be liable for any alleged breach of contract with PPS.

So, please show us the "attached document" they refer to that tells you what you are supposed to do about them having paid a speculative invoice from an unregulated private parking company, as they have breached your consumer rights and most likely the terms of the hire agreement.

The driver contacted the leasing company and received the following response.

The notice you have shown us is not addressed to any driver, it is addressed to Alphabet GB Ltd.

Can the driver appeal this..
No, as it is not addressed to them. At any rate, the driver should not be dealing with this. As it is a hire/lease car, the hirer should deal with any appeals, but at present, there is nothing for them to appeal. The hirer should speak to Alphabet, and ask if they have followed the instructions on the back of the notice, to transfer liability to the hirer. Once they have done that, the hirer should receive a notice in their own name.

Did the hirer receive anything else from Alphabet, other than that PDF?

A driver received this for entering the car park and according to them exceeded the 20 mins time limit.

Can the driver appeal this..
