The alleged contravention is for code 1 'Parked in a restricted street during prescribed hours' (ie contravening the yellow lines). And the penalty is higher rate so £130.
Seems to me that the above contravention is incorrect. Assuming you were parked in the bay then it should be code 30 'Parked for longer than permitted'. This is a lower level contravention at £80.
Anyway you have no discount option so you might as well challenge the NTO and then appeal to the Adjudicator if they turn you down. You have no financial incentive to do otherwise unless they reoffer the discount when they reject your challenge.

I received a PCN on the bank holiday of Monday 26th August 2024 in the borough of Newham with the contravention code 01. I was not parked on a single or double yellow line and the signage allows for 5 minutes (please see picture of signage). As I did not see the physical PCN, I do not know how long the vehicle was observed.
Having looked on the newham website, this does not fall into any of the categories outlined where parking restrictions still apply on the bank holiday.

What makes matters even worse was that I was not aware of the PCN until I received the notice to owner today. Looking on the photographic evidence, you can clearly see it was not stuck to the windscreen properly (please see comments for the evidence). So either the wind blew it or someone intentionally removed this before I returned to the vehicle. Im not sure if this helps but the CEO did not upload a picture of the signage either.
Can anyone help me draft the appeal or advise how to word the appeal?
