Yes he has had 2 other Bristol CAS PCNs - which we're paid
The dates of these CAZ events pl. I'm certain it would have occurred to you to ask why, when two warning shots have been fired across his bows - that is not paying the CAZ charge in time- yet another event occurred.
And why none of the authority's enforcement notices and the enforcement agent's Notice of Enforcement hit their target.
And how any approach to the Traffic Enforcement Centre(which deals with these procedural matters) could succeed in the face of, what we have to assume at present, the authority and enforcement agent addressing their notices to the DVLA address on record which has not been problematic in the past*.
I say 'in the past', but we don't know any of the dates of these 3 events.

I think the £110 expenses at this stage is not on as it involves making preparations to remove and not just clamping.
Others may have ideas on this but I can only think the process was served on another address, or possibly that this is one of the PCNs your son thought he'd paid but something went wrong after this.
It may be worth getting:

to see if they can get your son's money back when you know more.

Will double check all and ring Bristol to try and get PCN number
Cheers!

So not wrong car.
Last logbook issued 1 November 2021 - I think you should double check the V5C address (which seems to be correct but to be on safe side) and call Bristol and find out what address the PCN went to - I can't see a PCN number on the bailiff notice though - do you have the PCN number? They should be able to look it up from the VRM.

Bailiff notice says car is a red Audi.
DV14 CVO is a white Kia. That's the reg you gave.
So wrong reg - bailiff is after DU14 CVO - which is a red Audi - not DV14 CVO - possible?
Sorry typo , Yes DU14 CVO is the correct reg

Post the notice.
What is VRM of car.
What is date of the PCN.
Are you saying that he's had other Bristol CAZ PCNs since?
Has the car been clamped at his normal home address? The bailiff has also added the £110 disposal fee.
For this PCN he is missing four letters:
PCN
Charge certificate
Order for recover
Enforcement notice

No, nothing changed

Address on V5 form is correct
Would this have changed between December 2023 and now?

Hello all!
Yesterday my son arrived home to find his car clamped and a notice from Marston Recovery of a £619 fee.
The enforcement details on the note state - Warrant of Control, Unpaid Penalty Charge. Money Owed to Bristol City Council.
He knew absolutely nothing about this so rang the mobile number left and the Marston Recovery Agent (who was still nearby clamping others) advised him, he is authorised to tow the car away unless the £619 fee was paid, he looked up the details on his system and apparently this was due to a visit to Clean Air Zone in Bristol in December 2023.
He is adamant this is the first he has heard of it, definitely received no PCN notice at all and the man agreed it was weird, as he could see on his system that later visits to the same zone had resulted in letters being sent and paid.
Address on V5 form is correct and he has ended up paying the fee to release his car.
Don't really know where to start with this, does anyone have any advice on who to approach to appeal/complain to= as it doesn't seem right?
Many thanks in advance to any help you can give.
