OP, if you weren't the driver then your concern is understandable on receipt of the PCN. I therefore suggest you speak to the driver to find out what they were doing.
Alternatively, if you were the driver then Incandescent's post applies.

Photos are not a legal requirement.
The PCN is a Reg 10 postal PCN served because the CEO was preparing a PCN to serve to the car or driver, but the driver drove off before it could be served. So did you see the CEO and rushed off thinking by doing so you'd avoid a PCN ?

and post up all sides of the PCN (only redact your name & address), any council photos and a GSV link to the location.

Hey,
I receive the attached PCN letter from Manchester City Council. There was no ticket left on the dash and there are no photos when I view the PCN number online. Has anyone had a similar PCN and how can I appeal it? I’m sure I will be told otherwise but didn’t think it was possible to be issued a PCN without any photos or proof (other than the CEOs say so).
Any advice would be much appreciated.
