Drive-away PCNs were introduced in the Traffic Management Act 2004 to cover a driver driving away before a PCN being prepared could be served to either car or driver. If you read the PCN your received by post it will tell you all this.

and post up all sides of the PCN (only redactr your name & address), any council photos and a GSV link to the location.

Hi. I had stopped to talk to an old friend. Whilst I was doing so n officer was giving a PCN. As soon as I saw I drove off. The PCN was not attached to the windscreen.
The evidence only shows the car stopped.
Is there any help.
