Hi all, the sign says Except local buses.

Are you a bus?

If not, you were covered by the sign.

Can the PCN be cancelled by the 28 days discrepency?

Which one, the one regarding time limit for service or possible wording errors regarding payment and representations dates?

The PCN was served in time.
I cannot see any discrepancy in the 28-day periods i.e. beginning on the date of notice for payment and service for reps.

I find the wholly superfluous wording on the right totally confusing as regards the PCN, but it's not mandatory so I can't see any statutory defence here.

As regards dates(the 14-day gap between contravention and date of notice is not common) pl confirm:
Are you the addressee and registered keeper?
If not, is the car hired etc. or has it been passed to you by someone else?
Is the addressee a person or corporate body?

NB. only the addressee has the right to respond to the PCN.

I think Enceladus is referring to the grounds on the authority's website representations page given in the How to Appeal section. There have been examples of websites not offering the full statutory and other grounds.

This is a busy forum run entirely by volunteers providing free advice. Sometimes you will have to wait a few days for advice (some of which you have already received).

Hi all, the sign says Except local buses. I have taken a screenshot from google. ALSO, these are new signs installed approx 3 months ago. On google you can see there were no signs over 3 months ago. Please see images that show no sign....then 3 months ago sign appears..

this is very unfair :( can anyone tell me some good words to formulate an appeal please? Does the invalid 28 days notice from the website still apply?

The video shows you driving straight past the two signs with no hesitation whatsoever, so this would be difficult to convince an adjudicator. However, we're not at that stage yet to put it to one side.

Well, I think you will struggle, but why not submit a representation that you are a BB holder and had parked on Upper Ground recently, and unfortunately did not notice the No Motor Vehicles signs, there being no advance warning of the restriction. If you don't ask you don't get.

The only question I have is about the text signs below the Flying Motorbike signs, as it is unreadable on the Lambeth photos. It is a possible exemption to the sign, so we need to know what it says.

Photo on the PCN shows your car passing two "Flying Motorbike" signs. These mean "No Entry for Motor Vehicles", and can also be qualified by a sign underneath with time, or other exemptions.

Did you not know what the signs meant ?

You've redacted the PCN No. and reg mark - please post these to save re-posting the PCN.
(See

Please also give a GSV link to the location.

Hi, can someone help me please. I was looking for a blue badge parking space... I used this road a while ago to park in a blue badge parking bay and I'm almost certain there was no restrictions on motor vehicles... However I have received a fine... Can anyone help relieve me of this PCN?
