How should the keeper respond?
Without more information it's impossible to say
To help us help you, please read the following thread carefully, and provide as much of the information it asks for as you are able to: READ THIS FIRST - Private Parking Charges Forum guide (https://www.ftla.uk/private-parking-tickets/read-this-first-private-parking-charges-forum-guide/)
The guide includes advice on using a third party site to add images.
A good first step would be to contact the owner/manager of the premises that was being visited.

Hi All
I am after some advice. The driver parked in this car park for an appointment and then went to register the vehicle in the terminal inside the location on the 17th Oct. No time had to be specified on the terminal for how long the duration was.
The registered keeper has received the PCN on the 23rd Oct through the post.
How should the keeper respond? Not sure how to attach a picture of the PCN. The PCN does have clear imgaes of the driver arriving and leaving the premises.
