You have redacted the PCN number and the vehicle reg when you were asked to leave them visible. So what are they?

What did the parcel contain? Was it something you ordered online, thus you could include the order confirmation email as proof?

I will try and make a case for loading as I have nothing to lose.
If there is a template/example I can use, would appreciate if someone can point me towards it.
There is no template but you need to have something on the following lines: -
Dear Sirs
Re PCN <number> Dated <dd/mm/yyyy> served at <location>
I deny liability for the above PCN on the grounds that the contravention did not occur, reason Loading.
On the day concerned I drove to <location> to collect a <description of parcel incl weight and dimensions>. Due to the weight of the parcel, I needed to park close to the collection point. On my return to my car after the few minutes spend collecting the parcel, I saw that a PCN had been served to my car. Clearly a single person collecting an item of value has to leave the car unattended in order to collect it from the collection point, so your CEO would not, in the very short time the car was observed, have seen any loading activity. As you know, the loading exemption does not only cover the physical loading of goods into the vehicle, but all related activities such as going to and returning from the collection point with the goods, then loading them into the vehicle.
I therefore claim the loading exemption and request that the PCN be cancelled forthwith.

'Loading' is an exemption.

Presumably the CEO did not see any loading activity, hence the PCN. But loading(with its companion activity, collecting) is not simply a case of the driver carrying an old package, the use of a vehicle is fundamental not simply convenient.

Unfortunately i cant provide any proof at this point. It was a heavy parcel.

can you provide proof of this ie an invoice, collection note etc?
also was it a large parcel? difficult to carry?

You say only one minute, in which case you must have witnessed the CEO putting the PCN on your car. When people say "only a minute", it is most times more than that.
Anyway, post the PCN pages and give us a GSV link to the exact location, and advice can be given. You mention loading, so what were you doing at the time ? Parking, shopping, then loading the shopping does not count as "Loading", by the way.

Hello,
I got a PCN for parking on a single yellow for 1 minute. Is there any way I can appeal this e.g on the basis of loading or something similar. I thought we were allowed 5 minutes to load on single yellow?
The sign says controlled zone between 10-12 and the contravention was between those hours.
