Looks like the car park order was only changed last year.

I would say something like you've been a regular at the car park over the years and Saturday was free. And you appreciate that it has changed, but from the overgrown terms board you assumed things were the same and feel the council should maintain signage to draw attention to current status.

I'm afraid you've been caught out by not checking the parking conditions, due to your regular use putting an assumption into your mind. Yes, councils should advise of a change, rather than just putting up a new board, but they are not legally obliged to to this.

Why not submit an inform representation based on your narrative, and the fact that there is nothing in the car park to indicate a change of conditions. Post up their response when you get it, then further advice can be given.

I never ever paid in cash there, always used PayByPhone app.
So is it worth the effort? I am not sure from your reply.

Never assume that something that was OK yesterday is the same today.

The CEO did not include a pic of the terms board which is telling. Pics are only of car and dash.

The contravention is not displaying, not not paying.

Worth a challenge but it is your duty to look for terms.

Hi All,

I parked on a council provided off-street car park. Since it was Saturday 12:20 hours, I haven't even checked if we need a ticket because I remembered this car park is free on weekends.
Basically I relied on my memory. I cannot confirm whether I remember this correctly and it was indeed free on both weekend days - or - there was always soem period of time on Saturday that is charged. Nevertheless that's what happened.

When I came back to the car I found a PCN on my front window. This pissed me off immensely and I walked down to check the sign to see if I made a mistake and what the hell is going on.
What I have found is a sign that probably has been replaced recently, as it had a new white background rather than a yellow one and overall it was in a great state.
However the sign was obscured by vegetation. See attached photo. 

The car park has mutiple identical signs but I only ever looked at this one. We use this car park for years, one relies on habits, so I wasn't even aware there are other sign there. 
The other signs are not obscured.

Long story short, had this sign been not obscured, I would probably notice Saturdays are partialy paid (either as new policy or my memory failing me) and would gladly pay 1-2 pounds as I have been doing on other days in the past.
