IMO, the contravention is clearly made out - the dropped footway could be 3 or more vehicles' widths provided these satisfy the criteria in the Act and IMO this one does: vehicle crossover clearly installed by the council and which serves 2 adjacent garage frontages and additional off-street parking to the side.

Any matters related to your mobility go to mitigation only IMO.

Take a pic showing that part of the space by the dropped part is taken by steps and also one showing the wide drive in width for two properties.

Tell the council you have mobility issues (possibly enclose evidence) and there was no other parking close enough.

One of the council's pics shows you rammed with another car at the front - which shows how desperate you were but could the other car get out?

sadly I don't know the resident.

Noticed there was no eye contact as someone was outside.

Any suggestions on possible reps I could make and i get on it pronto.

Photo shows the rear of the car adjacent to part of the dropped section, and the resident probably complained, hence the PCN. However, don't cough-up straightaway. Submit reps based on your narrative here. Post up their response when you get it. They will probably reject your informal reps, and then you must decide whether to take matters further or pay up. My view is that you don't have a strong case for taking to London Tribunals.

This looks like a contravention and was probably called in by the resident.

But petty given the access there - do you know the resident? Maps view is from 2019 though.

Where exactly were you parked? Where the black car is in GSV?

Hello,

I parked on a rainy evening on the roadside that had no road markings and the entry way close enough to my destination. I use a walking aid and do not have a blue badge so could not park far away. I was issued a PCN by Barnet council.
Do I have any grounds to challenge the PCN and what would I say please? The only thing I see is the PCN is unsigned. Unsure that matters.
