This is unfortunate as it's one of Barnet's commuter zones and the bay is restricted only from 11am to noon.
What were you getting as loading is an exemption.
Otherwise you'll probably have to grovel saying you are a resident and just parked briefly to get something.
Yes, council guidance usually says a vehicle should be observed for up to 5 mins in some situations to see if there is exempt activity but if there was no exempt activity... you can get away with it by encountering the CEO but they may have started to prepare a PCN you'll get by post if you drive away.

I've received this PCN for being parked outside my building in a resident permit zone (I have a garage so I never bothered buying a permit). I was literally running in for a minute to pick something up from my flat (hence I didn't park in the garage) so it couldn't have taken more than 5-6 mins for me to take the lift up, get the item (after a short search) and come back out. Just my luck- when I came out I saw the PCN already there.
I was shocked because there was no way the CEO could've observed for any substantial amount of time, and when I checked the PCN- it shows I was observed from 11:17 - 11:17! (All pictures within that time frame too).
I'm sure I can get this one cancelled- I just want some help in drafting the best possible challenge.
