If you parked with half the car on double-yellow lines then the PCN has been correctly served.

Hi,
My partner has been given a PCN in Bolton, Howell Croft North.
The PCN States:
Date Thursday 19/09/2024 Time: 19:41
Contravention: Parked in a restricted street during prescribed hours.
Contravention Code: 01
Observed from 19:39 to 19:41
The street in question is "free" outside the hours of 08:30 - 18:30 Monday - Saturday. I did come back to them to state this, however they have replied saying that the reason for the ticket was that he was on double yellow lines. The pictures show this, he was half on and off. They are clear to see in the light but the street was pretty dark (he says!)
Is this PCN actually enforceable given what it was issued for above, and we can provide evidence that the parking was free at the time the "contravention" occurred?
